The Smart Growth Plan, the general land use plan for the City's Central Business District, was approved by resolution by the Board of Mayor and Aldermen (BMA) in 2007. A special code of ordinances, or SmartCode, was also adopted and replaces the existing zoning code for the Smart Growth area. The SmartCode governs such items as building setbacks and heights, parking requirements and allowable uses.
In August 2012, the BMA adopted a long-range strategic plan for the economic development future of Germantown. The plan was based on five guiding principles with specific actions to measure the City's level of success. One focus in particular called for the development of small area planning studies in existing commercial and business areas. Using significant public participation and thoughtful and sustainable planning, a small area plan has been developed for each of the following districts:

West Poplar Avenue District
Forest Hill Heights District
Two additional nodes are scheduled to undergo the same planning process. These include the East Poplar Avenue Node and the Wolf River Medical District.
